A Jazz De Havilland Dash 8-400, registration C-GGOY performing flight QK-8399 from Vancouver,BC to Sandspit,BC (Canada) with 26 passengers and 4 crew, was climbing through 12,000 feet out of Vancouver, autopilot engaged, when the crew heard a noise from the right hand side followed by a sudden and significant yaw and roll to the right. The right hand engine indicated zero torque, the propeller did not feather. The crew selected alternate feather, which brought the propeller into the feather position. The crew declared PAN PAN and returned to Vancouver for a safe landing about 40 minutes after departure.

The Canadian TSB reported maintenance noticed the propeller and low pressure impeller could be rotated freely, however the reduction gear box could not be rotated. The engine (PW150) was replaced.
