An Air Canada Boeing 767-300, registration C-GHOZ performing flight AC-2138 from San Francisco,CA (USA) to Toronto,ON (Canada), was on approach to Toronto, when the flaps failed. The crew aborted the approach, worked the related checklists resetting the Alternate Flaps Circuit Breaker, the breaker tripped again however. The crew declared emergency, prepared the aircraft for a Flaps 1 landing and performed a safe landing at a higher than normal speed.

The Canadian TSB reported that maintenance replaced the Flap/Slat Electronic Unit (FSEU), adjusted flap transmitters #1, #4, #5 and #8, and replaced the Alternate Flap Arming Relay K361.
