A Jazz de Havilland Dash 8-300, registration C-FJVV performing flight QK-8611 from Toronto,ON to Sudbury,ON (Canada) with 30 people on board, was in the initial climb out of Toronto when the "Manual Caution Light" for the left hand engine (PW123) flickered and the engine torque indication began to fluctuate. The crew completed the relevant checklists and switched the #1 engine ECU to manual mode, however, the torque indication changed to dashes only, the high pressure turbine speed reduced to 61% and the fuel flow dropped to 110 lbs/hour, the engine no longer responded to power lever movements. The crew shut the engine down and returned to Toronto for a safe landing on runway 23 about 25 minutes after departure.

The Canadian TSB reported maintenance replaced the manual Fuel Control Unit.
