A Westjet Boeing 737-800, registration C-GJWS performing flight WS-1789 from Las Vegas,NV (USA) to Vancouver,BC (Canada) with 172 passengers and 6 crew, was descending through 13,000 feet on approach to Vancouver when the flight crew noticed a strong odour on the flight deck and cabin crew reported the odour was also present in the cabin. The crew worked the fumes checklist, donned their oxygen masks and declared PAN PAN. The aircraft continued for a safe landing on Vancouver's runway 26R about 20 minutes later.

The Canadian TSB reported maintenance confirmed an exhaust/oil burning odour inside the aircraft when the APU bleed was selected on and wrote: "The APU middle drain was found to be leaking oil and in need of replacement. The APU was placarded as inoperative in accordance with the minimum equipment list and the aircraft was returned to service."
