A Jazz de Havilland Dash 8-300, registration C-FADF performing flight QK-8851 from Moncton,NB to Ottawa,ON (Canada) with 40 people on board, was on final approach to Ottawa's runway 25 when the crew selected the gear down but received a red indication for the nose gear not extending and an amber indication for the nose gear doors. The crew went around and worked the related checklists without resolving the issue. The crew performed a low approach which verified the nose gear was not down. The aircraft entered a another hold to prepare for a gear up landing, positioned for an approach to runway 32. On final approach, when the crew selected the flaps to 35 degrees, the nose gear extended and reached the locked position. The aircraft landed without further incident. Maintenance secured the landing gear and towed the aircraft to the apron.

The Canadian TSB reported maintenance found the nose gear oleo strut flat with no extension visible.
