A Hainan Airlines Boeing 737-800, registration B-5765 performing flight HU-7351 from Xiamen to Nanchang (China), was on final approach to Nanchang's runway 03 descending through about 600 feet AGL when ZH-9991 taxied past the hold short line in order to line up runway 03.
Tower instructed the arriving HU-7351 to go around and instructed the Shenzhen Boeing to stop immediately. Both aircraft complied with those instructions.
HU-7351 positioned for another approach to runway 03 and landed safely about 15 minutes after the go around.
ZH-9991 was instructed to return to the apron. Following interviews of the crew the aircraft departed with a delay of 2 hours.
China's Civil Aviation Authority reported the tower controller spotted ZH-9991 to wrongfully taxi onto the runway and immediately instructed the arriving HU-7351 to go around and ZH-9991 to hold position. According to radar data the lowest height of HU-7351 was 120 meters/400 feet, already below MDA (170 meters) for the RNAV approach in use. In interviews the crew of ZH-9991 stated they misheard an instruction. The CAAC stated the controller handled the occurrence effectively.
