Shenzhen A319 at Pan Zhi Hua on Oct 16th 2020, damaged tyres and fuselage on landing short of runway

A Shenzhen Airlines Airbus A319-100, registration B-8667 performing flight ZH-9247 from Xian to Pan Zhi Hua (China) with 89 passengers and 10 crew, landed on Pan Zhi Hua's runway 02 and taxied to the apron, where passengers disembarked normally. A post flight inspection revealed punctured tyres.

The return flight was cancelled.

The airline confirmed the aircraft sustained main tyre damage on landing, which prevented further dispatch. The return flight was cancelled. The passengers on the return flight were rebooked onto the flight the following day and were provided with accomodation.

Gossip in professional aviation circles in China suggest, that the airport performed a runway inspection after landing and found 6 approach lights and the localizer antenna (opposite runway) damaged, the aircraft sustained damage to the main landing tyres and the aft belly. China's Civil Aviation Authority are investigating an unsafe occurrence.

The airport's press department told local newspapers that they have not been notified about any equipment damage on the airport, the airport continued to operate normally. However, subsequent flights had to be cancelled or diverted due to weather conditions at the mountain top airport, which is plagued by low clouds.

The aircraft is still on the ground in Pan Zhi Hua 4 days after landing.

No Weather data or NOTAMs are available for the airport [ZUZH], which features a runway 02/20 of 2800 meters (9190 feet) length with ILS and approach lighting available for both runways.

On Oct 17th 2020 further information emerged in Chinese media indicating, China's Civil Aviation Authority have indeed opened an investigation into the occurrence, that closed runway 02/20 at Pan Zhi Hua. The aircraft contacted 6 approach lights and the localizer antenna, touched down ahead of the runway and runway threshold and taxied to the apron normally, where passengers disembarked normally. Subsequent inspection revealed substantial damage to the aircraft (one of the photos below).

On Oct 20th 2020 China's Civil Aviation Authority released a preliminary report stating the aircraft touched down outside of the runway and before the runway's hard surface invoking the risk the aircraft could have sunk into soft ground which might have resulted in a crash. The aircraft received two penetrations, one of 45x5cm (18x2 inches), the other 20x12cm (8x5 inches) to its aft fuselage involving also structural damage, the tyres received damage in multiple locations, runway approach and localizer antenna were damaged by the aircraft. The captain of the flight left the aircraft after arriving at the apron and went for the runway for an inspection without clearance by ATC, a serious violation. Prior to the occurrence the aircraft had attempted a RNP approach to runway 20, winds from 070 variable 040-110 degrees at 4m/s, visibility 2160 meters, RVR runway 20 450-2000 meters, light rain, light fog, overcast cloud at 330 meters AAL, temperature 13 degrees C, QNH 1024 hPa, and aborted due to visibility, then entered a holding at Pan Zhi Hua for about one hour due to the unstable weather/visibility starting at 13:24L and commenced the final approach to runway 02 at 14:19L landing at 14:32L after tower had avised conditions at runway 02 were slightly better though still unstable, but low clouds had gone, visibility 4800 meters, light rain, the crew did not report any anomalies. At 14:43L the captain went for the runway inspection for about 24 minutes before returning to the aircraft. 26 minutes after his return the captain informed tower that they might have touched down off the runway. During the about one hour between touchdown and information to tower another aircraft was attempting to approach Pan Zhi Hua (while the approach lights were damaged), received landing clearance but went around due to weather (low cloud) and decided to divert to their alternate airport. Flight data and cockpit voice recorders have been secured and read out, the investigation is ongoing.

Following the release of the preliminary report the airline confirmed an unsafe incident had occurred at Pan Zhi Hua Airport during which the aircraft received damage to tyres and damage and abrasions to the fuselage. The occurrence is under investigation by CAAC (China's Civil Aviation Authority), the airline also initiated an internal investigation immediately on Oct 16th 2020.
