A PAL Philippine Airlines Airbus A340-300, registration RP-C3441 performing flight PR-117 from Vancouver,BC (Canada) to Manila (Philippines), was climbing out of Vancouver when the crew reported a mechanical problem and decided to return to Vancouver. The aircraft landed safely back about 80 minutes after departure.

The Canadian TSB reported that following two incidents in December involving the same aircraft, all three events involving locked flaps, the maintenance contractor found a flaps proximity sensor electrical wiring conduit had chafed through.
