The Canadian TSB reported that ECAM messages indicated the flaps were locked and all brakes had exceeded temperature limits. The maintenance contractor performed an overweight landing inspection, reset the flaps and returned the aircraft to service.
The occurrence aircraft remained on the ground for about 4.5 hours then departed Vancouver again and reached Manila with a delay of 5.5 hours.
