PAL A343 at Vancouver on Dec 26th 2015, could not retract flaps

A PAL Philippine Airlines Airbus A340-300, registration RP-C3441 performing flight PR-117 from Vancouver,BC (Canada) to Manila (Philippines), was climbing out of Vancouver's runway 08R when the crew stopped the climb at 7000 feet reporting problems with the flaps. The aircraft entered a hold to burn off fuel and returned to Vancouver for a safe landing on runway 08R about 45 minutes after departure.

The Canadian TSB reported the crew had flaps control problems after departure from Vancouver and held at 7000 feet for about 45 minutes to burn off fuel.

The occurrence aircraft remained on the ground for about 130 minutes, then was able to depart and reached Manila with a delay of 4 hours.

On Jan 5th 2016 the Canadian TSB added, that a right hand trailing flaps issue caused the flaps to lock. The same aircraft was involved in a similiar occurrence 5 days later, see Incident: PAL A343 at Vancouver on Dec 31st 205, flight controls issue.
