Envoy CRJ7 near Toronto on May 28th 2015, returned twice due to nose wheel inop

An Envoy Canadair CRJ-700, registration N524AE performing flight MQ-3019 from Toronto,ON (Canada) to Chicago O'Hare,IL (USA) with 64 people on board, was climbing out of Toronto, when the crew received a "NOSE WHEEL INOP" indication, stopped the climb at FL230, worked the related checklists, declared emergency and returned to Toronto for a safe landing on runway 33R about 20 minutes later.

The Canadian TSB reported that maintenance tested the nose wheel steering system, found no faults and returned the aircraft to service.

The aircraft departed again after about 2.5 hours on the ground and was climbing out of Toronto, when the crew received the "NOSE WHEEL INOP" indication again, stopped the climb at 5000 feet and returned to Toronto a second time.

The Canadian TSB reported, that after this occurrence the airline decided to ferry the aircraft to their main base for further and more detailed troubleshooting.
