An Air India Boeing 777-300, registration VT-ALO performing flight AI-188 from Toronto,ON (Canada) to Delhi (India), had requested runway 15L for takeoff due to performance (runway 23 was active for departures). The aircraft was cleared for takeoff and was accelerating through about 11 KIAS when the CRJ crossed the runway at Delta near the end of the runway.
The Canadian TSB reported ground control instructed the CRJ to expedite across the runway. When the CRJ was clear of the runway, the B773 was accelerating through 135 KIAS, the two aircraft were about 6700 feet apart.
The occurrence was rated an incident (Class 5).
