The Canadian TSB reported the aircraft had been dispatched under minimum equipment list requirements with the forward outflow valve deactivated. Maintenance however found the valve in the fully open position contradicting the MEL that required the valve to be deactivated at only 7 percent of maximum travel. Following repairs and a overweight landing inspection the aircraft was returned to service. The airline is conducting an investigation into the "incomplete MEL task".
A replacement Boeing 777-300 registration C-FIUW reached Shanghai with a delay of 6 hours.
