An Air Canada Boeing 777-300, registration C-FITL performing flight AC-31 from Toronto,ON (Canada) to Beijing (China) with 349 people on board, was on approach to Beijing when the crew could not scavenge fuel from the center fuel tank resulting in a minimum fuel condition. The crew declared emergency and continued for a safe landing on Beijing's runway 19 without delay.

The Canadian TSB reported 1200kg/2640lbs of fuel could not be scavenged from the center fuel tank. The crew communicated minimum fuel to air traffic control, due to language difficulties the crew eventually declared emergency and landed on runway 19 without further delay. The aircraft performed the return flight to Toronto under minimum equipment list requirements with the fuel scavenge system inoperative.
