A Westjet Boeing 737-700, registration C-GWCM performing flight WS-2424 from Toronto,ON (Canada) to Cancun (Mexico) with 136 people on board, was enroute at FL390 about 150nm west of Orlando,FL when the crew detected a fuel imbalance of 600 lbs after the center fuel tank had depleted. The crew selected the right hand cross feed valve open to correct the imbalance and descended to FL360 but the imbalance remained after 20 minutes and the cross feed valve circuit breaker had tripped. The crew consulted with dispatch and maintenance then about 180nm southwest of Orlando decided to divert to Orlando, where the aircraft landed safely about 30 minutes later.

The Canadian TSB reported maintenance found the right hand cross feed valve in the half open position, the valve motor actuator assembly was replaced.
