A First Air Boeing 737-400, registration C-FFNE performing flight 7F-702 from Winnipeg,MB to Rankin Inlet,NU (Canada) with 50 passengers and 4 crew, was climbing out of Winnipeg when the crew noticed the bleed air valve #1 did not activate and the associated circuit breaker had tripped. The aircraft was enroute at FL310 about 100nm north of Winnipeg, when the crew decided to return to Winnipeg after the circuit breaker had been reset but popped a second time and after consultation with dispatch and maintenance. After turning back the crew noticed the cabin altitude had climbed to 11,000 feet, the crew worked the related checklist and performed an emergency descent. The aircraft landed safely but overweight back in Winnipeg about 50 minutes after departure.

The Canadian TSB reported maintenance found a chafed wiring to the #1 bleed air valve. The wires were replaced and an overweight landing inspection conducted.
