An Envoy Air Embraer ERJ-145, registration N681AE performing flight MQ-3702 from Toronto,ON (Canada) to New York La Guardia,NY (USA), was cleared to line up runway 24R behind landing traffic, a corporate jet. After the Embraer had taxied into position, the corporate jet still in the roll out, tower issued departure instructions without clearing the aircraft for takeoff. While the corporate jet was slowing and nearing taxiway C4 to vacate the runway the Embraer commenced takeoff without clearance. Tower instructed the Embraer to stop, the crew rejected takeoff at about 65 knots and vacated the runway via D5.

The Embraer departed about 15 minutes later.

The Canadian TSB wrote: "Once ENY3702 was in position at the threshold of Runway 24R, the south tower controller issued departure instructions that included an altitude and heading once airborne; however, the instructions did not include a take off clearance." and added, that tower issued a "ABORT" instruction when the aircraft was at about 65 knots.
