An Air Canada Rouge Airbus A319-100, registration C-GJVY performing flight RV-1949 from Panama City (Panama) to Toronto,ON (Canada) with 113 passengers and 5 crew, was on approach to Toronto's runway 24R about to intercept the localizer when the aircraft was hit by a green laser from the aircraft's 12 o'clock position. Subsequently, while on a 4.4nm final approach the aircraft was struck by a green laser a second time hitting the first officer directly into the eye causing a minor eye injury. The captain reported the laser strike and continued for a safe landing.

The Canadian TSB reported several other aircraft also reported green laser activity. While on final approach the first officer, pilot monitoring, was looking at the window mounted electronic flight bag computer when the aircraft was struck by a green laser a second time and hit directly into the eye of the first officer, who experienced blurred vision and discomfort for 10-15 minutes after the event. The TSB rated the injury a minor injury. Police reports were filed Nov 19th and Nov 20th due to laser activity from about 4nm final.
