An Air Wisconsin Canadair CRJ-200 on behalf of US Airways, registration N406AW performing flight ZW-3890/US-3890 from Washington National,DC (USA) to Ottawa,ON (Canada) with 17 people on board, was on approach to Ottawa when the crew reported a flaps malfunction and aborted the approach. The crew subsequently declared emergency and landed safely about 20 minutes after aborting the first approach.
