An Air Canada Airbus A320-200, registration C-FDCA performing flight AC-478 from Ottawa,ON to Montreal,QC (Canada) with 25 people on board, was climbing through 11,000 feet out of Ottawa when the flight crew received an "ENG 1 REVERSE UNLOCKED" ECAM message. The crew worked the related checklists and shut the engine down, declared PAN and returned to Ottawa for a safe landing on runway 32 about 25 minutes later.

The Candian TSB reported maintenance replaced the thrust reverser outboard upper blocker door latch and fitting roller, rigged and aligned latch and door and performed functional tests before returning the aircraft to service.
