A Porter Airlines de Havilland Dash 8-400, registration C-GLQM performing flight PD-536 from Sudbury,ON to Toronto City,ON (Canada) with 71 people on board, was on final RNAV approach to Billy Bishop Airport's runway 08 when the crew did not acquire visual reference with the runway at minimum descent altitude and initiated a go-around. While being vectored for another approach, 1900 lbs of fuel remaining with minimum diversion fuel being 1724 lbs and required final fuel reserve being 1276 lbs, the crew decided to divert to their alternate, Toronto's International Leister Pearson Airport. ATC vectored the aircraft onto a 22nm final for runway 06L. At 3nm final ATC instructed the crew to go around due to the preceding flight having received a bird strike. The crew declared emergency because of being low on fuel, the aircraft was vectored for a safe landing on runway 33L about 12 minutes after the second go-around.

The Canadian TSB reported the aircraft landed with 1010lbs of fuel or 33 minutes flying time at 1800 lbs/hour fuel burn.
