An Air Georgian Canadair CRJ-200 on behalf of Air Canada, registration C-GKGC performing flight ZX-7311/AC-7311 from Toronto,ON (Canada) to Indianapolis,IN (USA), was climbing out of the Toronto when the crew stopped the climb at 5000 feet reporting electrical and navigation problems, about 10 minutes after departure the crew declared PAN. The aircraft returned to Toronto for a safe landing on runway 15L about 25 minutes after departure.

The Canadian TSB reported maintenance discovered that the right hand generator (engine CF34) had failed due to insufficient oil. The oil was replenished to acceptable levels.
