A Westjet Encore de Havilland Dash 8-400, registration C-GTWE performing flight WS-3415 from Toronto,ON to Thunder Bay,ON (Canada) with 56 people, was on approach to Thunder Bay when the flap power caution light illuminated when the crew selected the flaps to 5. The crew aborted the approach and entered a hold to work the related checklists but was unable to resolve the problem. The crew subsequently advised ATC they would perform a flaps up landing and requested emergency services on stand by. The aircraft landed safely at a higher than normal speed about 25 minutes later. Emergency services checked the brakes before the aircraft taxied to the apron.

The Canadian TSB reported maintenance found the left hand flap transducer showed erratic values, the transducer was replaced.
