An Air Georgian Canadair CRJ-100 on behalf of Air Canada, registration C-FWJF performing flight ZX-7336/AC-7336 from Charlottetown,PE to Toronto,ON (Canada) with 39 people on board, was on approach to Toronto when the crew selected the flaps down but received a flaps fault EICAS message. The crew declared emergency and performed a safe flaps up landing at a higher than normal speed.

The Canadian TSB reported maintenance found the flaps actuator and flap flex drive frozen. The TSB commented: "The aircraft manufacturer recommends a pre-maintenance lubrication of all flap components prior to cold weather operations, which had not been performed". The TSB reported that maintenance lubricated all flaps components and tested the system without further fault.
