Joy MA60 at Fuzhou on May 10th 2015, runway excursion on 6G landing

A Joy Air Xian MA-60, registration B-3476 performing flight JR-1529 from Yiwu to Fuzhou (China) with 45 passengers and 7 crew, landed on Fuzhou's runway 03 at about 11:57L (03:57Z) but veered right off the runway and came to a stop right off the runway edge about 500 meters past the runway threshold and about 50 meters off the runway centerline with all gear on soft ground. The engines made ground contact causing the wings to be nearly torn off and substantial damage to the fuselage and structure. 7 occupants received injuries in the accident.

The airport was closed until 17:30L (09:30Z).

The airline reported 5 passengers received minor injuries in the evacuation after the aircraft came to a stop.

China's Civil Aviation Authority opened an investigation into the accident and took both black boxes into custody, initial read out of the recorders does not suggest any fault with the aircraft prior to touch down. The aircraft had entered service in 2013 and had since accumulated 3149 flight hours in 2586 flight cycles.

On May 13th 2015 China's Civil Aviation Authority (CAAC) reported the approach was normal until 38 feet AGL when the pilot pulled the thrust levers below flight idle disengaging the lock to prevent settings below flight idle while airborne. This resulted in loss of lift and increase of rate of descent, the aircraft touched down at approximately 1500 fpm producing a vertical acceleration of +6G which resulted in airframe, wing, engine and gear damage and subsequent loss of control that resulted in the runway excursion.

On May 15th 2015 the CAAC added that the thrust levers were placed below flight idle at 38 feet AGL and reached ground idle at 28 feet AGL. The captain ignored the condition that the levers had been placed below flight idle while still airborne, against the requirements of the flight crew operating manual FCOM. The first officer, pilot flying, did not perform to basic operating standards. The CAAC noted, that this was not an isolated event, this kind of aircraft handling has been found as a fleetwide "standard", even taught during training. The handling and "standard operating procedures", applied not only by Joy Air but other MA60 operators, too, were not based on regulations and the standard FCOM but on "test" experiences: if the aircraft had no accident during such abuse the practise was adopted into daily operation. The CAAC also reported that the safety management of Joy Air is in conflict with the regulations. The CAAC pledged to use all necessary measures to ensure safety of Civil Aviation in China.
