A US Airways Boeing 757-200, registration N939UW performing flight US-723 from Dublin (Ireland) to Philadelphia,PA (USA) with 132 people on board, was climbing through about FL080, cleared for FL160, out of Dublin's runway 28 when the crew advised they wanted to level off at FL160, ATC offered to level off any flight level. The aircraft levelled off at FL120 and entered a hold subsequently advising they had a problem with the flaps and needed to return to Dublin. The aircraft landed safely back on Dublin's runway 28 about 80 minutes after departure, vacated the runway and taxied to the apron.

The occurrence aircraft was able to depart again after about 4 hours on the ground and reached Philadelphia with a delay of 6 hours.
