An Air Canada Rouge Airbus A319-100, registration C-GARO performing flight RV-1881 from Los Angeles,CA (USA) to Vancouver,BC (Canada) with 143 people on board, was enroute at FL280 nearing the top of descent into Vancouver still in US airspace and in contact with Seattle Area Control, when the crew declared PAN reporting problems with the navigation equipment. The crew was provided radar vectors to Vancouver and landed safely at Vancouver.

The Canadian TSB reported that Vancouver Air Traffic Control was not made aware that the crew had declared PAN according to audio tapes recorded by NAV Canada.
