A Jazz de Havilland Dash 8-100, registration C-FGQK performing flight QK-8699 from Wabush,NL to Sept-Isles,QC (Canada), was climbing out of Wabush when the crew declared emergency reporting the aircraft was unstable. The aircraft returned to Wabush for a safe landing 23 minutes later.

The Canadian TSB reported the crew actuated the rudder trim to the right during climbout, the trim however ran away to full right deflection. The attempts to return the trim to neutral failed with the trim knob physically stuck in the full right deflection. The crew disengaged the autopilot, worked the relevant checklists, declared emergency and returned to Wabush for a safe landing. Maintenance replaced the aileron/rudder switch panel and ground checked the aircraft.
