A Calm Air Avion de Transport Regional ATR-42-300, registration C-FECI performing flight MO-522 from Thompson,MB to Winnipeg,MB (Canada) with 18 people on board, was on 5nm final when the left hand engine's (PW120A) torque dropped to zero and the engine became unresponsive. The crew determined the #1 electronic control unit (ECU) had failed and shut the engine down. The aircraft continued for a safe landing on Winnipeg's runway 18 3 minutes later.

The Canadian TSB reported maintenance determined the ECU had failed because of oil contamintation of a cannon plug. The plug was cleaned, resealed and the aircraft released to service.
