An Air Canada Rouge Airbus A321-200, registration C-GHQI performing flight RV-1746 from Montreal,QC (Canada) to Varadero (Cuba) with 191 people on board, was enroute at FL300 about 90nm south of Norfolk,VA (USA) when the crew decided to turn around and return to Montreal due to the failure of the blue hydraulics system. The crew declared PAN PAN and landed safely back in Montreal about 1:50 hours after the decision to return.

The Canadian TSB reported maintenance replaced the blue electrical hydraulic pump.
