Denmarks Havarikommissionen (HCL) released their brief final report in Danish concluding the probable cause of the incident was:
it is likely a gust in the context of a mechanical turbulence influenced the course of events.
The HCL complained that they were informed about the occurrence only on Sep 12th 2012.
The very short final approach of runway 22L is known to suffer from mechanical turbulence, as result of wind passing over and around buildings 675 meters northwest of the runway threshold, if winds are coming from about 250-360 degrees at 15 knots or more. In such wind conditions an information is being included with ATIS if at least one pilot reported turbulent conditions below 300 feet AGL on approach to runway 22L.
About 30 minutes prior to the occurrence winds were coming from 290 degrees at 16 knots, at the time of the occurrence winds were coming from 290 degrees at 18 knots gusting to 28 knots. Tower reported the wind at 290 degrees and 18 knots while issuing the landing clearance to SK-540.
The HCL used the data off the digital flight data recorder as well as surveillance camera recordings to form their opinion, that a causal link between a wind gust and the roll to the right leading to the right wing tip contacting the runway surface existed.
