A Pacific Coastal Saab 340A, registration C-GPCQ performing flight 8P-451 from Vancouver,BC to Trail,BC (Canada), was enroute at FL210 about 85nm east of Vancouver when the reported a problem with the left hand engine (CT7582) and decided to return to Vancouver, where the aircraft landed safely about one hour after departure.

A replacement Beech 1900 reached Trail with a delay of 2 hours.

The Canadian TSB reported that the after takeoff checklist had not been completely executed, the #1 constant torque on take off system remained active causing the inter turbine temperature to increase above normal cruise setting, which was misdiagnosed by the crew.
