An Air Wisconsin Canadair CRJ-200 on behalf of US Airways, registration N457AW performing flight ZW-4046/US-4046 from Philadelphia,PA (USA) to Quebec,QC (Canada) with 33 people on board, was on approach to Quebec's runway 06 when the crew aborted the approach and requested vectors to work the checklists reporting a flaps failure. The crew subsequently declared emergency and landed safely on Quebec's runway 24 at a higher than normal speed.

The Canadian TSB reported upon selecting flaps 8 the crew received a flaps fail message, the flaps remained retracted. The crew performed a safe landing. Maintenance reset the flaps system successfully and the aircraft was released to service under flap AD minimum equipment list requirements.
