A Rossiya Antonov AN-148, registration RA-61706 performing flight FV-461 from St. Petersburg to Chelyabinsk (Russia), was departing Pulkovo Airport's runway 28L but immediately veered right and crossed the parallel taxiway right of runway 28L after becoming airborne. The crew stopped the climb at 1200 meters of altitude and requested vectors back to Pulkovo Airport due to a controls instability. The aircraft landed safely on runway 28L about 15 minutes after departure.

Rosaviatsia reported on Dec 4th that the aircraft was in the initial climb when the aircraft pitched up uncommandedly resulting in reduction of airspeed.
