A Voyageur Airways de Havilland Dash 8-100, registration C-GKON performing flight VC-100 from North Bay,ON (Canada) with 3 crew, was performing a test flight to carry out maintenance checks. While performing a check for the propeller #1 governing system the propeller went into overspeed and became uncontrollable. The crew shut the left engine (PW120A) down in correspondence with the checklists for propeller overspeed, the propeller however did not enter its feather position, the crew feathered the propeller using the alternate system. The aircraft returned to North Bay for a safe landing.

The Canadian TSB reported maintenance was investigating the problem. Two days later another checkflight was conducted which again had to shut the left hand engine down due to propeller overspeed and return to North Bay. As this was the second occurrence an external service provider is being consulted to troubleshoot and rectify the problem.
