A Canadian North de Havilland Dash 8-100, registration C-GRGI performing flight 5T-610 from Pond Inlet,NU to Igloolik,NU (Canada) with 12 people on board, was enroute at FL210 about 120nm southwest of Pond Inlet when the crew observed another aircraft at FL210 on a converging flight trajectory on their TCAS display, soon after the TCAS issued a Traffic Advisory. The crew established radio contact with the other aircraft, a Beech 200 by Keewatin Air performing medevac flight 208 from Arctic Bay,NU to Iqaluit,NU (Canada).

The Canadian TSB reported that the aircraft were operating in a controlled non-radar airspace. Soon after a Traffic Resolution Advisory occurred instructing the Dash to climb, the Dash climbed to FL220, while the Beech descended to FL200 without any TCAS advisory.

After being clear of conflict both aircraft returned to FL210 and continued their flights to destinations without further incidents.
