The Canadian TSB reported that tower observed the runway incursion, instructed FI-602 to hold position and instructed an Air Georgian Canadair CRJ-200 on short final to runway 23 to go around, which the crew complied with.
The arriving CRJ landed safely after a second approach. The Boeing departed a few minutes later without further incident.
