An Air Canada Airbus A319-100, registration C-GARG performing flight AC-163 from Ottawa,ON to Vancouver,BC (Canada), was enroute at FL360 about 90nm northwest of Winnipeg,MB (Canada) when the left hand engine (CFM56) decelerated to 47% N1 without being commanded to do so. The flight crew descended the aircraft to FL320, the engine parameters returned to normal. The flight crew decided to divert to Winnipeg nonetheless and landed safely about 35 minutes later.

The Canadian TSB reported maintenance replaced the hydromechanical unit and the electronic control unit. A borescopic inspection of compressor and turbine sections showed no anomaly. A ground run of the engine at high power was performed which resulted in stable thrust with no apparent faults. The aircraft was returned to service.
