A Surinam Airways Airbus A340-300, registration PZ-TCR performing flight PY-993 from Amsterdam (Netherlands) to Paramaribo (Surinam), was climbing out of Amsterdam's runway 36L when the crew requested to level off at FL060 advising their maximum speed was 190 knots, upon query by departure the crew advised they had a problem with the flaps. The aircraft entered a hold at FL060 while working to resolve the flaps problem. About 10 minutes later the crew advised they needed to dump fuel and return to Amsterdam, were instructed to climb to FL100, dumped fuel and returned to Amsterdam for a safe landing on runway 36R at a higher than normal speed about 90 minutes after departure.

The aircraft remained on the ground for about 3.5 hours, then departed again, however, again reported the flaps problem had re-occurred and they needed to dump fuel again and return to Amsterdam. The aircraft landed safely back on runway 36R at a slightly higher than normal speed a second time.

The occurrence aircraft is still on the ground 6.5 hours after the second return.
