A Westjet Encore de Havilland Dash 8-400, registration C-GVEN performing flight WS-3508 from London,ON to Toronto,ON (Canada) with 30 people on board, was on final approach to Toronto's runway 24R descending through about 2000 feet when cabin crew heard a whistling sound followed by 2 bangs. The crew observed a cabin depressurization, declared Mayday and continued for a safe landing. The aircraft taxied to the apron.

The Canadian TSB reported maintenance found the aft cargo door seal valve frozen and the blow out panel between aft galley and aft cargo compartment dislodged. The valve was thawed, the blow out panel reinstalled.
