Jazz DH8C at Sault Ste Marie on Jan 6th 2017, landed on runway occupied by snow plough

A Jazz de Havilland Dash 8-300, registration C-FRUZ performing flight QK-8319 (dep Jan 5th) from Toronto,ON to Sault Ste Marie,ON (Canada) with 35 people on board, was on approach to Sault Ste Marie's runway 30 when the crew used their #2 radio to transmit their intentions on the mandatory frequency. The aircraft continued for a landing. During roll out the flight crew noticed a snow plough on the runway near the end and were able to stop before the vehicle.

The Canadian TSB reported that it was detected the #2 radio did not transmit or receive.
