An Air Canada Airbus A319-100, registration C-GITR performing flight AC-1196 from Fort McMurray,AB to Toronto,ON (Canada) with 103 people on board, was enroute at FL370 about 150nm northnorthwest of Winnipeg,MB (Canada) when the crew received an ECAM message "ENG 2 THRUST LEVEL DISAGREE" and worked the related checklists. According to the checklists the right hand engine's (CFM56) thrust lever was reduced to idle and remained in that position until after landing. The aircraft drifted down while the crew declared PAN and set course to divert to Winnipeg. The aircraft landed safely in Winnipeg about 35 minutes later.

The Canadian TSB reported maintenance replaced the #2 Engine Electronic Control Unit.
