A Provincial Airlines de Havilland Dash 8-300, registration C-GYCV performing flight PB-917 from Deer Lake,NL to Goose Bay,NL (Canada) with 40 people on board, was climbing out of Deer Lake when the right hand propeller experienced an uncommanded feather. The crew shut the engine down, declared Mayday and returned to Deer Lake for a safe landing about 25 minutes after departure.

The Canadian TSB reported maintenance identified a fault with the #2 torque signal condition unit and replaced the unit. Tests confirmed the engine serviceable.
