A Fedex Federal Express Boeing 767-300, registration N125FE performing cargo flight FX-684 from Rochester,NY to Memphis,TN (USA) with 2 crew, departed Rochester's runway 04 when the crew requested to stop the climb at 10,000 feet to check the aircraft out, ATC suggested 6000 feet which the crew accepted. The crew subsequently advised they were returning to Rochester and requested emergency services to check out the aircraft after landing, in particular check out the flaps for any damage. The aircraft positioned for a final ILS approach to runway 04 and was established, when tower reported a runway inspection had found debris and dead birds on the runway. The crew decided to go around and wait until the debris was cleared, positioned for another approach to runway 04 and landed safely about 30 minutes after departure.

The occurrence aircraft remained on the ground for about 2.5 hours, then departed again and reached Memphis with a delay of 2.5 hours.
