Germany's BFU released their final summary report in German without taking conclusions, just presenting the facts collected. The BFU rated the occurrence a serious incident.
The BFU reported that the occurrence happened in Class E airspace, which is controlled airspace where IFR aircraft are being separated from each other and where possible traffic information about VFR traffic is being provided by ATC, however VFR traffic is not separated by ATC. Above 5000 feet there is a requirement of transponder operation for engine driven aircraft (but not glider aircraft).
The BFU reported that the glider aircraft did not transmit any transponder signals, there had been no TCAS advisories on board of the Airbus.
Although Bremen ATC did receive primary returns, the air traffic controller had not received any returns when he checked his radar screen prior to clearing the A319 down to 5000 feet. The controller learned of the presence of the sail plane only by the pilot report submitted by the A319.
The BFU however stated that primary targets in the flight path of the A319 were depicted on the radar screen (without stating however, when the returns became visible in relation to the ATC clearance).
The BFU reported that the sail plane could not be identified.
