A Skywest Canadair CRJ-200 on behalf of United, registration N918SW performing flight OO-5301/UA-5301 from Chicago O'Hare,IL (USA) to Winnipeg,MB (Canada), performed an ILS approach to Winnipeg's runway 13, braking action was reported good by previous crews although patches of snow were on the runway. The aircraft touched down about 1000 feet past the runway threshold, the crew applied brakes, perceived and reported braking action as fair, the aircraft decelerated normally prompting the crew to stow the thrust reversers as per standard operating procedure during the roll out, and released brakes pressure to vacate the runway at taxiway C. When nearing taxiway C the crew reapplied brakes pressure but found the brakes less effective than before, the aircraft went beyond the runway end and came to a stop with the nose gear 4 feet past the runway end.

The Canadian TSB reported that the crew was unable to maneouver the aircraft back onto the runway surface from this position, advised tower. A tug pushed the aircraft back onto the runway, the aircraft subsequently taxied to the apron on own power. Maintenance inspected the aircraft and found no damage.

The occurrence aircraft was able to depart for the return flight about 2 hours after landing and reached Chicago with a delay of 50 minutes.
