A Porter Airlines de Havilland Dash 8-400, registration C-GLQN performing flight PD-383 from Toronto City,ON (Canada) to Chicago Midway,IL (USA), was climbing out of Toronto's Billy Bishop Airport when the crew reported an engine cowling might have come off the aircraft. The crew stopped the climb at 13,000 feet and returned to Billy Bishop Airport for a safe landing about 25 minutes after departure.

The Canadian TSB reported a passenger reported the right hand engine nacelle panel had separated, the crew was not aware of the event until notified by the passenger. The panel also damaged the right hand inboard flaps fairing. The panel was recovered from the runway at Billy Bishop Airport.

A replacement Dash 8-400 reached Chicago with a delay of 2 hours.
