The CAAP released their summary of the final report concluding the probable causes of the incident were:
Primary Cause
The Fan Air Valve Control Thermostat may have sent erroneous signals to Bleed Monitoring Computer #2 causing for the Air Engine Bleed #2 to close while on flight (Material Failure). Said part is a condition item and has no periodic replacement which opens the possibility of them failing without warning.
Contributory Factors
Absence of manufacturer periodic parts replacement for Fan Air Valve Control Thermostat.
The CAAP reported the aircraft experienced a fault message on the #2 bleed air system while enroute at 7800 meters in Guangzhou FIR (China). The related checklists were actioned, the aircraft subsequently climbed to FL370. About 190nm from Manila the crew received a fault indication for the #1 bleed air system, the crew requested and was cleared for a preemptive descent to FL100, descending through FL300 the first officer, while running the related checklists, released the passenger oxygen masks.
