A helicopter had been restricted and had correctly read back to hold short of runway 25 but taxied beyond the hold short line.
The Canadian TSB reported that a risk of a collision occurred when the helicopter crossed the runway hold short line without clearance, ATC intervened and stopped the helicopter before it reached the runway edge. The TSB have opened an investigation into the occurrence.
