Bolivia's DGCA reported the aircraft had been dispatched under minimum equipment list requirements with the APU inoperative.
The aircraft carried Bolivia's Soccer Champion "The Strongest" back home from their Copa Libertadores match ending in a 0-2 loss against Montevideo's "Defensor Sporting" team in Montevideo.
